EFHOH and the European Union of the Deaf (EUD) are jointly conducting a survey to map relay services across Europe. Relay services, including video relay services (VRS), text relay services (TRS) and speech relay services, are essential for accessible telecommunication for hard of hearing, deaf and other users.

This initiative aims to map the current state of relay services across Europe by collecting data on their availability, type, funding, and overall functioning. The results will support our joint advocacy efforts to strengthen accessible telecommunications for hard of hearing and deaf people at the EU level.

This work comes at a crucial time. With the upcoming Digital Networks Act (DNA), which is expected to replace the European Electronic Communications Code (EECC), there is a key opportunity to push for stronger, binding obligations, including the provision of 24/7 relay services across all Member States. Evidence on the current state of relay services across Europe is therefore more important than ever.

This survey is intended for organisations representing hard of hearing people, National Associations of the Deaf, relay service providers, national telecommunications regulatory authorities and experts with reliable knowledge of relay services in a specific country.
