The European Federation of Hard of Hearing People (EFHOH) is seeking an experienced accessibility expert in Audiovisual Media Services to conduct research and develop a report on the state of subtitling across European countries.

The consultancy period will run from July to October 2026.

Scope of work:

– Conduct a qualitative analysis of the Audiovisual Media Services Directive (AVMSD), with particular attention to provisions relating to accessibility and subtitling requirements.

– Carry out quantitative research to measure, compare, and evaluate the availability of subtitling in broadcasting across European countries.

– Identify trends, gaps, and best practices in subtitling accessibility across national broadcasting systems.

– Develop practical recommendations and, where relevant, propose implementation improvements.

– Prepare a structured report suitable for future publication, including methodology, findings, comparative analysis, and recommendations.

Requirements:

– Proven track record in accessibility consultancy.

– Strong understanding of European accessibility guidelines and regulations related to Audiovisual Media Services.

– Demonstrated experience in qualitative and quantitative research methodologies.

– Experience working with, and commitment to, the hard of hearing community.
